What are these people thinking?
I thought that one of the reasons terrorists were considered so dangerous is that they have no territory of their own, so deterrence is not a viable strategy. Well, turns out that the DoD has been looking at plans to possibly go with
a nuclear first strike against, well,
something on the theory that it would keep terrorists from using WMD against us.
What this is supposed to do if the terrorists are living among us, or in caves in Tora Bora, is unclear. Nor does it explain how the deterrent would be useful if "no one could have foreseen" an attack, as was said about the 9/11 attacks.
Really, you know, can't we just neuter a bunch of these fools and see if lower testosterone levels would lead to more rational policy decisions?
